There's nothing in loop-server to point to where bugs should be filed.
Whilst you're there, you might also want to add documentation about contributing, e.g. needing bugs for each PR & bug numbers in the commits etc.

Also, I just noticed that Readme.md now points to https://github.com/mozilla-services/loop-server/issues/ as the bugs location, which is obviously wrong.

Which readme are you refering to? I don't see any location to report bugs in the current readme
