As part of the SUMO spring clean, inactive locales will get redirected to a fallback language.
The redirect should include a simple choice menu/prompt for cross-border locales such as Fulah where the fallback language for a speaker is either English, French or Arabic depending on which country they reside in.

This is going to require 2 parts:
- The ability to offer the option
- List of the languages that may benefit from it. 

So far, the regions/languages that could benefit from this feature seems limited.

The ones that jump out (based on the clearout list) are (based on my sometimes imperfect knowledge of those locales, so this is not gospel):
Macedonian (Bulgarian? English? Russian?)
Acholi (split between South Sudan and Uganda; English? Swahili? Arabic?)
Akan (split between Ghana and Ivory coast; English? French?)
Swahili (Kenia, Tanzania, Uganda, Congo; French? English?)
Afrikaans (Dutch? English?)
Esperanto (nationless, depends on country of origin)
Kazakh (primarily probably Russian but also sizable communities in China and Uzbekistan so Chinese may be the primary choice of fallback)
Zulu (Afrikaans? English?)
Ilokano (Tagalog? English?)
Songhay (multi country split; Arabic? French? English?)

Are we still interested in pursuing this? At this stage, we have a simple fallback system in place that seems to be working fine, without any additional messages.

Yes this is still needed because the locales requiring a choice of fallback languages haven't gone away. The current system is working for some locales only.
