The former doesn't show the on/off switch, and the latter, is select his submenus West European, etc., doesn't show any list. The fix is to add encodings from Customize list...

All working for me, in Windows. Mozilla/5.0 (Windows NT 5.1; rv:31.0) Gecko/20100101 Firefox/31.0 SeaMonkey/2.28a1 Build identifier: 20140402003001 Have you tried with a new, clean Profile? Otherwise, is this Mac specific?

With today build, problem was gone.
