 BIP related feature test failed.
 
  REPRODUCING PROCEDURES:
 1.MTR-1647 OPEN CHANNEL:Run test case 27.22.4.27.2.2/1,TR returns 'ME currently unable to process command'->KO.
 2.MTR-1648 CLOSE CHANNEL:Run test case 27.22.4.28.1.1/1,also failed->KO.
 3.MTR-1649 RECEIVE DATA:Run test case 27.22.4.29.1.1/1, also failed->KO.
 4.MTR-1650 SEND DATA:Run test case 27.22.4.30.1.1/1,test also failed->KO.
 
 Note:Bettle lite FF SW186+ZZ is OK.
 
  EXPECTED BEHAVIOUR:
 BIP related feature should works well.
