Steps to reproduce:

1. Add the following settings to the firefox configuration:
- user_pref("capability.policy.localfilelinks.checkloaduri.enabled", "allAccess");
- user_pref("capability.policy.localfilelinks.sites", "http://192.168.0.5");
- user_pref("capability.policy.policynames", "localfilelinks");

2. Open an intranet site (f. e. http://192.168.0.5/index.html)

3. Click on a link to a local location f. e. "file:///C:/any/folder/file.txt"


Actual results:

Error in the browser console:
Security Error: Content at http://192.168.0.5/index.html may not load or link to file:///C:/any/folder/file.txt.


Expected results:

The local file should be opened. Up to version 28 it worked without problems.
