991753 - Need to enter the "scope" compartment in Promise::GetOrCreateWrapper

The cx coming in sometimes comes from ThreadsafeAutoJSContext so may not be in the compartment of our promise.  We need this for bug 991742 anyway, though it's already causing compartment mismatch asserts when this code is actually exercised.

Attachment: Make sure we're in the right compartment before we try wrapping our Promise in Promise::GetOrCreateWrapper.
