create some aliases for the spam tag

I am hesitant to use the tagging feature because the only non-specific tag that hides comments is 'spam'. I would like similar tags that have less of a bad connotation. Maybe 'non-technical', 'advocacy', 'me-too'?

The collapsed_comment_tags parameter can be set per installation, and so doesn't need to be hardcoded upstream.

i don't agree that "non-technical" tags should result in automatic collapsing - there's a lot of non-techical products tracked by bmo.
