Description:
When the user does not have a SIM card in their phone and they access the messaging settings none of the settings can be changed and there is no idication to the user as to why this is happening

Repro Steps:
1) Update a Buri to BuildID: 20140403000210
2) Do not have a sim card in the phone
3) Open Messaging app>New Message>Settings
4) Attempt to turn on or off any of the messaging settings


Actual:
The user is brought to the messaging page where none of the buttons work, and the user is given no idication that this is caused by not having a sim card

Expected:
A pop up window says that the messaging settings are blocked without a SIM card in the phone when the user tries to access the messaging settings

The reported issue occurs on 1.3 Buri. 

Following the STR from Comment 0, user encounters message setting options that are not changeable and there is no on-device screen message indicating the reason for this situation.
