no-update flag: This edit does not make this article up to date. The English differences should not change on the next edit. I think it helps save communication and processing time. I can explain my thoughts in detail, if necessary.
We have exactly this. When you go to submit a revivision, the modal dialog that shows up for you to enter comments has a checkbox right below it. It says (in your language): "This edit does not make this article up to date. The English differences should not change on the next edit."

i'm guessing this is rare so not urgent but i agree we should do it, so setting to P3 for consideration if/when we get dev resources
