We had to add an "addon.userDisabled = true" line where it shouldn't be in Experiments.jsm in bug 989137. Filing the follow-up to investigate that.

Bug 1358907 seems to take the work-around out. It looks like this might be fixed now.

This did indeed get fixed with bug 1358907 which just landed.
