steps to reproduce:
1. Search for :paid in marketplace-stage
2. Click the purchase button for one of the listed apps
3. Sign in using persona
4. Enter PIN incorrectly 5 times to trigger a lockout
5. Return to marketplace and log out
6. Repeat Steps 1 and 2
expected behavior:
After step #6, user is prompted to Sign in. After sign in, user is shown the lockout screen if the time elapsed is less than 5 mins.
actual behavior:
After step #6, Webpay loads with the 'Beginning Payment..' screen and never loads the Persona screen.
See attached screenshot. i didn't see anything interesting in the logcat but attaching it anyways.

I tried on 1.3 (unagi) but could not reproduce this today on stage

I cannot reproduce this issue either.
