This is not a bug. When the device starts, the widget is loaded in utility tray of System app. This is the Usage process that appears on the b2g-info.

I have set up the data usage before
Then I encountered different situations on different versions after I reboot device

Helix v1.1: show Usage process
Flame v1.3: show Usage process
Tarako v1.3t: no Usage process
Buri v1.4: no Usage process

Just want to confirm, which result is correct?

Hi, 
all the behaviours are correct, since the bug 858017 is uplifted to 1.4 and 1.3t, the widget is launched when the utility tray is showed.
