In order to give l10n folks a head start on localization, let's put the strings we know about (https://bugzilla.mozilla.org/show_bug.cgi?id=945866#c19) in an HTML file and run a string merge. 

The file we put it in won't be part of our published site; it's just there to house the strings. 

The strings may change between this bug and launch. We have a 2-week review built in at the end of the project[0] for changed strings to get updated.
