We need to add a buchet that indicates whether an app is deemed compatible with the Tarako hardware.

Unlike other buchets, the reported value for this will not be feature detected, but instead hardcoded (false everywhere but the Tarako Marketplace).

As discussed on IRC, this is a little tricky because it's not a minimum requirement: we need a flag that's True when the app supports low-whatever devices like tarako, which is kinda the opposite of what buchet does (this flag should have no-impact on "regular" devices)

This is also less of a priority because we can just use the curation tool to select compatible apps at launch.

We've decided against using buchets for this for the time being.
