Details
Needs back end and front end work I'd imagine. Add preferences: 1) for the URL bar to disable location history, 2) also a remember x amount of sites for the location bar drop down. Should be in the Location Bar History preferences. Should say something like: [ ] Enable Location Bar History (default checked) [ ] Limit number of sites collected in the location bar to [25] sites (default unchecked, which means it can have 25+ sites stored, though this needs to be capped)

The first preference (enable location bar history) already exists, see Prefs > Navigator > Smart Browsing > Advanced

Nope. That's Enable Location Bar "autocomplete", not History. You'll still see a listing of all the sites you visited. This pref should be in the preferences > navigator > history panel. But, it would be confusing to have preferences for location bar in two places, "smart browsing" and in History. What would be best is not to have the first pref at all and just have the second pref. Basically setting the pref to allow 0 sites should in theory turn off Location History. Rather than confuse people with an enable location bar history pref vs. enable location bar autocomplete.
