To avoid the poor perception of performance of usage data seen in bug 991831, Marvin is suggesting that we remove the usage widget from Tarako for now until bug 991831 gets resolved.

the tarako only patch just return the cost_control.js, so the panel won't show on utility tray.

I can make it as pref in settings if it's a preferred way.

I'd suggest not landing this patch till clarifying Bug 991831 (https://bugzilla.mozilla.org/show_bug.cgi?id=991831#c19)
Bug 991831 has been just uplifted to v1.3T branch, Fred, could you please help with backing this bug out?. Thanks!
