Steps to reproduce:
1. Load Reviewer Tools on Android phone https://marketplace-dev.allizom.org/reviewers/apps/
2. Select "Moderated Reviews" from the Queues menu.

Expected results:
There are no design or layout issues.

Actual results:
Moderation actions buttons are not displayed properly. Also, the user can hardly tell if an action is selected or not.

Notes/Issues:
Verified on FF31 (Android 4.2.1 Galaxy Nexus). Reproducing on: dev, stage.

Thanks to [:flukeout] for design advice

* Added box around buttons for visual grouping
* Reversed colours on active button to better highlight selection
* Sized buttons the same
* Rounded top and bottom of button group to heighten cohesion of group
