The way I understand it, this bug is about using the same scrolling mechanism for all panels. Currently, only the bookmarks panel uses the top/bottom-arrow kind of scrolling. All other panels use a normal scrollbar.
So the work to be broken down is to make the bookmarks panel use a scrollbar as well.
Zhenshuo, am I understanding the intent of this bug correctly?

Clear a needinfo that is pending on an inactive user.
Inactive users most likely will not respond; if the missing information is essential and cannot be collected another way, the bug maybe should be closed as INCOMPLETE.
