Currently, a user could toggle on the screen reader with rapid volume up-down presses. It makes sense that once they do that, that the accessibility section in the settings app become exposed.

When it is not a production build, have accessibility exposed. When we are ready we will flip the switch on production builds as well, and make it available.

We will enable the setting once we have a11y 1.0. At this point we will avoid adding a flag dependent setting assignment.
