Post tour landing page for everyone but existing sync users:  Both Glow and Sync for first 7 days, then update to just Sync

Post tour landing page for existing sync users:  Just Glow for the full 6 weeks of the Fx 29 release

Note:  check results of whatsnew parallel vs stacked design test at this point too

Could you please confirm that we still want to remove Glow from the post tour landing page on May 6?

I've created the PR to update the current post-tour page accordingly. One question though, now that the vast majority of people will only be seeing one CTA (as opposed to a minority as is currently), are we still ok sticking to the parallel design and just having a single CTA centered in the page?

We *could* switch to the stacked design, but this is a bigger change that requires more coding/testing, and has not been widely tested with regard to l10n.

Looks like Jen is on PTO, Mike shall I just proceed with changes to the current design for now? I guess we can always revisit later if we decide to change the layout.
