995742 - Using keyboard only to place focus in body, first Enter key press in blank draft composition does nothing

Seen on WinXP/TB24, reported by aceman in Bug 973600 Comment 1

1) New blank composition, no signature used
1b) In Settings > Composition, uncheck `Use paragraph format instead of Body Text by default`
2) Navigate to body using keyboard only, e.g. press Enter 2x (cursor now in body)
3) Press Enter again

Actual Result

nothing: cursor remains at beginning of first line of blank composition
Pressing Enter again (4th time) works correctly.

Trivial, but irritating. Most people will probably blame it on themselves and think they haven't pressed Enter properly, so when they try again, it cunningly works... ;)

Expected Result

Insert a blank line (or paragraph, after we fix that); cursor should move down each time Enter is pressed inside body editor.

Still happening in TB 101.0a1 (2022-05-02) (64-bit), but only with (non-default) setting:
Do not Use paragraph format instead of Body Text by default (Settings > composition)
