The error occurs because buglist.cgi issues a History.replaceState to generate a URL that is longer than is valid (as defined in Bugzilla::Constants's CGI_URI_LIMIT.

I can replicate this all the way back to 3.6 :-(

Approved for 4.4 branch because crashing is bad.  Older than that doesn't qualify because it's not a security bug and doesn't cause you any dataloss.

The existing patch does apply cleanly on 4.4.

Thinking about it though, do we do anything to warn the user that the links won't work right because of it?

I couldn't replicate it in 4.2 (at least bmo's version of it). From what I read (and remember from using it), Bugzilla 4.2 does a 302 redirect if a query string isn't too long (and thus if it is, it doesn't do the redirect).

It won't go cleanly in older versions since 4.2 (and earlier) doesn't use replaceState on the bug list page. Given that this has been unreported for so long, I don't think there is any need to patch versions earlier than 4.4. Gives them a good reason to upgrade if they do :)

I'll commit the code tomorrow.
