This is a porting of the manifest changes that landed on trunk along with the other cleanups from bug 996003. All these changes have already been reviewed and this is NPOTB, so I will push it with my next round of uplifts.

This is built on top of bug 938019, bug 987398, and bug 987414. It includes the mach fix from bug 995972. Try likes it, so this is what I intend to go with once the buildbot-configs patch is in production.

Just fixing up the last couple test issues on Try and this should be good to land :)
