Steps to reproduce:

Download panel should be changed to match new styling of bookmarks/history panels.

- Mouseover styling should be gray.
- String "Show All Downloads" should have black font, button should be gray with even darker gray mouseover styling.
- Rows height should be reduced.

I think this should be duped to bug 963745, which tracks all the upcoming Downloads panel UI/ UX updates.

This shouldn't block Australis, as isn't the bug I mentioned above.
