using 9/13 build of netscape Samir, we saw this in your cube the other day: 1) launch netscape 2) add Radio sidebar tab 3) click on Tabs notice the empty window, only two items at the top: Customize Sidebar and Sidebar directory. problem goes away after sometime, but then when you delete the radio tab and re-add it, this problem comes back.
That was not an official, shipping tab. So users aren't affected yet although we should investigate why this is happening at some point because other sidebar tabs may potentially cause this problem.
