997223 - unable to add a device via pairing with sync 1.1 on fx29

1. create a new profile with desktop fx28
2. setup sync 1.1
3. open this profile with fx29
4. on android fx28 - attempt to sync by pairing a device
5. enter code from android onto desktop, hit submit

actual: desktop displays that an error occurred, sync has failed

expected: you should be able to pair

There's a huge problem here:

If you pull down 'Set Up Sync ...' on desktop 29 in the first 10 seconds after starting the profile, you get the wrong UI -- you get the in-browser Legacy Sync 'Create New Account" or 'I have an account' buttons.
if you try "I already have an account," you wind up losing the Sync account you set up on 28 (!!!).

If I wait the 10 seconds until 'Set Up Sync ...' goes away, I can pair a device through preferences as normal.  Pairing seems to work ok; I don't repro the problem you had above.

How quickly after starting the profile did you hit the preferences pane?

I didn't run into the 10 sec issue you described in comment 3.  Can you file a separate bug.

I also confirm that this is a regression, this doesn't happen with Android to desktop Fx28 which tells me the sync service is not currently down.

OK - now that i'm in the office, I'm not able to repro on Beta or Nightly.  I'm going to leave this open for today if anyone else is seeing it.  Could have been the server was down between 9-10am PT.
