997334 - Legacy Sync UI delays on startup leading to possible loss of Sync account

This is ported over from https://bugzilla.mozilla.org/show_bug.cgi?id=997223#c3 -- there is a significant delay (I have observed delays ranging from 2 to 15 seconds)  on startup where the Tools menu (on Mac, at least) displays 'Set Up Sync...' instead of 'Sync Now' on a profile which has been used by Legacy Sync.

If you access the UI during that delay (either via the prefs pane or by selecting the 'Set Up Sync ...' menu item), you're led into the 'Set Up Account'/'I have an account' in-browser XUL UI, and if you take any action in that UI, your settings pointing to your previously set-up Legacy Sync account are overwritten.

This is especially bad in Firefox 29 and later, because once those settings are overwritten, there's no way to get them back without downgrading.

I have not been able to repro this in recent versions.  Closing this bug as WORKSFORME.
