Dev only: unable to add new skills to a users profile (/user/edit/)

Steps to reproduce:
0. with a vouched account; goto https://mozillians-dev.allizom.org/user/edit/
1. add a new skill and save the changes (either by clicking 'Update Profile' or hitting the return key)

Expected:
The new skill is saved and displayed on the users profile

Actual:
The skill is not saved
