997495 - Implement test coverage to ensure Bing codes don't regress

Originally an issue in bug 984530, but lack of automated testing meant both bug 997179 and bug 997402 happened without test failures.  Let's make sure this never happens again.

Test plan for Bing:

Engine is present and enabled.

Engine has x-moz-tabletsearch and text/html URLs

Engine has a suggestions URL with the following properties:
form=OSDJAS
query=<search term>
language=<locale>

Phone searches must have the following parts for all searches:
pc=MOZB
form=MOZMBA
q=<search term>

Tablet searches must have the following parts for all searches:
pc=MOZA
form=MOZAT
q=<search term>

If we can test that we get results/suggestions, so much the better, but these URLs should be pretty stable.
