On the current implementation of Usage app, the app is only launched when the selected simcard for data traffic is unlocked/ready. (In this case the widget will be showing the msg new SIM inserted or the data traffic of the sim.
We already have a US waiting for UX input to define Cost Control behaviour in non fully ready SIM scenarios such as "Wi-Fi only", "airplane mode", "airplane mode but Wi-Fi enabled" and so on.
The widget specification will be provided in that US as well.
The US is filed under bug 967582.
