Reproduced on Firefox 29.0b8 and the latest Firefox 30.0a2 and 31.0a1, on Ubuntu 13.04 32bit and Windows 8.1 64bit.
STR:
1. Launch Firefox with a clean profile.
2. Add the Sync button to the panel menu.
3. Open the panel menu and hover over the two sync options ("Sync" and "Sign in to Sync").
Actual Results:
There are no tooltips for the sync buttons. All the other buttons have them even if they just repeat the text on the button.
Expected Results:
"Sign in to Sync" tooltips.

Closing this issue since it's no longer reproducible on the latest Firefox 124.0.1 - the Sync option that is now added to the Open App menu per default is now in accordance with the rest of the existing options in the panel. - tested on Ubuntu 22.04, Windows 10 and macOS 13.
