998103 - Reportor data misses some builds

I haven't looked at other data than build_steps, but I guess the same applies for others, including graphite.

So, about build_steps. It's running close to midnight, and takes builds with a starttime between day-1 0:00 and 0:00. But all builds that started close to midnight and are still running are not going to be returned here (or if they are (i don't know how and when the data is inserted), they are incomplete).

I'd suggest switching to check the endtime instead of starttime, or run the script at e.g. 4:00am.

The same kind of change should be done on the other scripts. I only cared about build_steps, so I only fixed that one.
