[Tarako][Settings][Screenreader] with screen reader on double tap is not always responsive


STR UX Reproduce 
This builed 1.3 nightly has the click sound option in the built in keyboard (Tarako does not)


1. turn on Settings > Device info > More > Developer > Screen Reader
2. Home screen tap
3.  go to each app and double tap

expected:
launch device

Result: 
app does not launch after several tries (10)

after reflashing still had issues.

Issue is not reproducible in 1.3 Buri. Double-tapping while highlighting an app in screen reader mode correctly open the app.

Hi all,
In case this bug still need to be fixed (assuming low priority), I also submitted Bug 1000733 to turn this feature off from Tarako, we can add blocking / depending to this if someone wants to reopen Bug 1000733 in future.
