So IIUC the only symptom if this isn't fixed is that about:cache won't work for the first 50 seconds after startup (until we build cache index) if we only have a small # of entries in the cache (too small to persist index to disk). I agree we should fix (developers who want to look at about:cache for a test case will often clear cache then try to load a page and look at about:cache). But not mission critical for v1 landing.
