See bug 981689. Currently it seems test_policy.js doesn't do "advanced" stuff like simulating a restart (I guess that re-creating the policy object should do the trick), which is required for any reasonable tests. We need to test both the simple case (without a channel override) and the more complex cases (channel override with an without channel switches).

Talked to Mano, looks like this isn't the highest priority so we'll put it into an iteration when he actually starts working on it.
