This came up in https://bugzilla.mozilla.org/show_bug.cgi?id=964226#c15 and also https://support.mozilla.org/en-US/forums/forum-moderators/710225
The goal is to allow Mods to reactivate user accounts so Mods don't somehow deactivate a user. It's happened already.

I already filed this bug back in March 2013 ;)
And it was decided that we shouldn't have that ability. Which led me to file (Bug 853018) the remaining compromise of showing a warning dialog before a user is deactivated.
