Details

After installing the latest nightly, mozilla will not connect to any sites. The 
message "Connection was refused when attempting to contact 'www.xxxxxx.xxx'" is 
all that happens.  I have seen this in previous builds but only now is it 
consistant.
As of Mozilla 0.9.4, nightly build 2001.09.28, Mozilla is able to connect to
many sites just fine, including Bugzilla. 

What was reported here probably wasn't a Mozilla bug. It was probably a network
problem confined to the poster's local area network, Internet gateway. This
should be closed.
