The color of these icons doesn't change according to the Windows version and theme.

Sure, that just means that this bug has a somewhat larger scope then.

Since these are transient notification icons that try to grab the users attention, I'd much rather allow them to use various colors and avoid the maintenance burden of having different versions for six or so OS theme variants.

It is true that having to support many themes can become a burden, but we already took on that toll when we started using transient theme-specific icons for the Downloads notification icon and Bookmark star.
