This bug includes deciding when, how often, and exactly how to encourage users with only a single attached device to abandon Sync 1.1 and set up a Firefox Account.

There will be some SUMO documentation needed, some standalone UI, and very little involvement with the old Sync codebase -- just enough to check if the user has only one device.
