build: 2001100610 on Win2k. Others on #mozillazine with Linux reported broken too.

Steps to reproduce:
1. Load URL http://www.idsoftware.com/ ,
2. Move the mouse over the boxes,
3. The orange box is immediately visible, without seeing the intermediate state,

Expected behaviour:
Slow GIF anim on mouseover (as with IE6 or build < 20011003).

Problem is reproducible with build 20011004 but not build 20011003. So this
could be caused by fix for bug 92248.

On linux this is not reproducible on 2001100706....
hrm.. yes.  I need to start the animation at the time when i swap out the 
preload image with the currently loaded image.
this should be an easy fix to make.

Steps to reproduce (100%):

 - Clean cache,
 - Load http://www.idsoftware.com/ , HIT RELOAD (Ctrl-R), then you'll see
intermediate frames, as expected and seen MSIE, NS4.x, NS6.x,
 - Go to another site by clicking on Location bar then http://www.yahoo.com/ ,
 - Once Yahoo! loaded, go to Location bar and enter http://www.idsoftware.com/ ,
 - Move the mouse over the icons, you don't see intermediate frames anymore,
 - (if you want to see gif anims/intermediate frames, hit Reload (Ctrl-R) or
Shift-Reload).

Tests done with build 2001110103 on Win2k.
Cache settings (if that matters):
 Memory: 4MB
 Disk: 50MB
 Compare: automatic
