When starting up the most recent builds of Mozilla (0.9.5+), the browser window
doesn't grab the focus on Windows 2000.  The browser window appears, but I have
to click on the window to focus it.  This used to happen in Mozilla's earlier
releases (0.8.x).

Steps to Reproduce:
1. Start Mozilla


Actual Results:  A browser window opens, but doesn't have window focus.

Expected Results:  A browser window opens, and has window focus.

If this gets fixed, please make the fix Windows-only.... there is no reason that
Moz should be grabbing focus in this situation on Linux, for example.
I too have noticed that Mozilla doesn't like taking focus on W2K. After looking
around for bugs related to focussing it seems that there are many problems with
this.

A related issue (I think) is that window ordering on W2K is quite bad. Mozilla
seems to make the whole system act differently. Mozilla windows tend to open
behind other windows and other apps tend to open behind Mozilla.

This isn't a bug. This is great! As a Windows user, it's refreshing to have an
application that doesn't grab the focus on every startup. Propose that this bug
be marked invalid.
