left indent causes bullet to jump down

Details
using 10/26 trunk build of netscape
1) launch netscape
2) launch composer
3) click on bullet list
4) click on right indent
5) click on left indent
notice the bullet jumps down a bit after left indent.
This is a layout bug because Joe fixed this not too long
ago and we compared the source from when it was fixed to
when it broke and its the same.

Of course clicking right-indent generates invalid HTML...
The problem seems to be that some top margins stick around or something.
