How was this implemented and what build should we see it in? Do we have to edit our prefs50.js file? I see the menu item in the New Msg window but it points to the server only, and does nothing at this time (build 1999080409).

FCC is under menu Message/File Carbon Copy. Today you cannot see the current selection as we don't have check mark in menu. Select a folder will set the destination for the FCC. Select the same item a second time will disable FCC. Look at the output in the dos window after selecting a folder through the menu to see the FCC selection.
Using 19990816 on win95, linux and mac this is fixed only because the menu item is there and doesn't crash. It doesn't work like documented in the Seamonkey but that is discussed in bug 11697. I will verify that the menu item is there.
