109939 - make FizillaMach build create MozillaDebug.app for debug builds

I want to change the bit in the makefile in xpfe/bootstrap to make Mozilla.app
for optimized builds but MozillaDebug.app for debug builds.  This makes it
easier for me to distinguish the two in the dock, and it's apparently also
consistent with the CFM build.
