110108 - If appropriate, remove bad spinbuttons from Modern theme

The following files are different between Win32 and MacOS:
   skin\modern\global\spinbuttons\btn-dn-act.gif
   skin\modern\global\spinbuttons\btn-dn.gif
   skin\modern\global\spinbuttons\btn-up-act.gif
   skin\modern\global\spinbuttons\btn-up.gif     
On Win32, they are empty, on MacOS, they are a same little button.

JAR files should be cross-platform, there should not be any difference in any JAR file.

While I can't confirm they don't exist on Win, I can confirm that these don't even seem to 
be valid GIF files. GraphicConverter, and Photoshop refuse to open them, and Mozilla 
won't display them.

Confirming, revising Summary, and lowering Severity.
