Steps to reproduce:

have one window open.

then open browser console. paste this code: `Services.obs.notifyObservers(null, "update-staged", "pending");`


Actual results:

you see a badge and when you click the menu icon the panel has a button saying nightly restart.

but press new window and in this new window will not have a badge or toolbarbutton.


Expected results:

new windows should get the badge and toolbarbutton as long as the badge has not been cleared.
