reload button does not attempt to reload timed-out on contact url

To reproduce:

- find a url which times out on try to contact - get error message
- see "document done" in status bar at bottom of screen
- click on reload button
- nothing happens

Result: to retry url I have to click in address bar and hit <Enter>
