As the summary line says the inspector opens as streched all over the screen but
not maximized - which prevents the popup of a hidding taskbar in Win98.

1.open DOM Inspector

Expected Results:  
DOM inspector should open as maximized when mozilla window is maximized

IHMO the real fix is to change the default size of the DOM inspector to match
the rest of Mozilla i.e. 640x480.
