Unfortunately enabling toolbars to be moved to the bottom of the window would
require a rethink of the whole toolbox/toolbar system.  While I'm not opposed to
that, I think we should make small steps to 4xp first, and then consider larger
changes post-1.0.  Maybe you should file another bug for allowing toolbars be
moved outside their toolbox.

- Dragging is still confined to the toolbox. I still think the toolbox/toolbar
scheme will have to be rethought in order to allow anything more.
