In Preferences -> Navigator

Currently we don't distinguish between Personal Toolbar Buttons and Navigation
Tool bar buttons and it's all just in there.

Suggesting we reorder buttons:

Select buttons you want to see in the toolbars:
Navigation Toolbar
[]Search  []Go []Print

Personal Toolbar 
[]Home []My Netscape []Search
[]Shop []Bookmarks   []Net2Phone
Over to Marlon for UI design input.  Do we have a spec for the toolbars?  If so,
maybe the right channels would be to request a spec update rather than a bug.
